In 2009, the Decatur Park District and Millikin University retained Counsilman-Hunsaker for an aquatic feasibility study for a pool to be located at the Decatur Indoor Sports Complex (DISC). Built in 1999, the 87,000 sq. ft. DISC is a joint-use recreation and fitness facility between Millikin University and the Decatur Park District.

Currently, university swimming takes place at the indoor 25-yard Griswold Center’s McIntosh Pool, which was built in 1970. The city operates two outdoor swimming pools, one of which closed in 2008 due to an underground water leak. The feasibility study offered four aquatic concepts for the DISC, including various sized indoor and outdoor state-of-the-art competition and leisure pools that would promote swim meets, lessons, activities, and recreation swimming for university and city residents.

In addition to researching area pools, the feasibility study researched the College Conference of Illinois and Wisconsin pools for the university to use as a benchmark when deciding its potential new pool in concert with the Park District.

In 2014, The Decatur Park District commissioned Counsilman-Hunsaker to provide a swimming pool audit of the Fairview Family Aquatic Center.  Counsilman-Hunsaker inspected the two outdoor bodies of water, including a six lane lap pool with zero-beach entry and a sprayground. To assist in defining a course of action regarding the future of the facility, an opinion of probable construction cost was provided for recommended repairs for long-term use.

In 2016, the Decatur Park District commissioned Counsilman-Hunsaker once again to conduct a feasibility study regarding the renovation of the 25-year-old Fairview Family Aquatic Center. Several options were developed, an option to renovate the existing facility and an option for a full replacement with a new aquatic center, thus giving the city a comparison of costs and future pro forma for all scenarios.
